Report Builder Access Update

Access to the Report Builder is now controlled by a dedicated permission.

What changed

• The Report Builder menu option is only shown to users with the required permission.
• Direct access to Report Builder pages now follows the same permission requirement.

Impact

• Users only see and access Report Builder when it is available to their role.
• This provides a clearer and more consistent permissions experience.
